Energy poverty is a growing challenge and civil society not only needs to acknowledge the challenge but also take concrete and effective actions to address it.  However, due to the complexity of the phenomena, front-line actors often face a lack of the required experience and capacity to tackle it.

Local and regional governments are in an ideal position to take action against energy poverty (they have a direct dialogue with the citizens and are super-parties with respect to the energy market). EPAH will support local governments, to play an active and significant role in addressing energy poverty by providing learning opportunities to increase knowledge and build capacity on energy poverty.

EPAH has fully released two courses and is currently releasing progressively a final long extended course.

Alleviating energy poverty: How to implement local actions – EPAH extended course

The extended EPAH course addresses civil servants, technical staff, and practitioners with the aim of increasing knowledge and capacity on practical aspects of energy poverty mitigation and pushing local actions. The "Energy Poverty Advisory Hub’s Extended Course – Alleviating Energy Poverty" provides practical insights, tools, and resources, referencing the intermediate course for enhanced understanding. 

Module 1: How to Diagnose Energy Poverty

Participants will gain a thorough understanding of the multifaceted nature of energy poverty. This module emphasizes the importance of stakeholder engagement, selection of pertinent indicators, and the processes involved in data collection and analysis. By the end of this module, learners will be adept at defining energy poverty criteria and communicating their findings effectively.

Module 2: How to Plan the Appropriate Response

This module focuses on the strategic aspects of addressing energy poverty. Learners will explore how to develop robust strategies and action plans, taking into account policy, social, economic, and technological factors. The module also covers the identification of opportunities and barriers, prioritization of actions, and the formulation of a local social climate plan.

Module 3: The Implementation Phase

In the final module, the course translates strategic plans into concrete outcomes. Participants will learn how to ensure their actions benefit vulnerable consumers and address the social dimensions necessary for a just transition. This practical approach aims to make a significant impact on alleviating energy poverty at the grassroots level.
