In the face of rising energy and fuel prices, resource constraints, and the continued recovery from COVID-19, local governments like yours remain at the center of the transition to a safer, more sustainable, and more secure future. This is especially true in the context of providing energy that is affordable, secure, and sustainable: a challenge that the Global Covenant of Mayors for Climate & Energy (GCoM) is helping cities and local governments tackle through the Energy Access and Poverty Pillar.
To this end, the GCoM Secretariat has partnered with Arup to conduct a brief Energy Access and Poverty Survey with you to learn more about the barriers, enablers, and opportunities that local governments have in the context of strengthening energy access and/or alleviating energy poverty – and the conditions that are most conducive to action.
About the Survey
Your valuable responses to the survey will help us understand the best possible actions that cities can take to increase the ability of households to access secure and sustainable energy, heating, cooling, clean cooking and to alleviate energy poverty. Understanding that opportunities and constraints vary across differing city geographies and contexts, this survey is being distributed to cities and local governments globally and will help us:
- Understand ideal conditions to support good energy access and alleviate energy poverty in cities, including barriers that may restrict the ability to do so;
- Identify the role of local governments in achieving good energy access and alleviating energy poverty, including policy opportunities to tackle both; and
- Guide future advocacy and technical capacity towards the energy access and poverty action priorities that cities and local governments need the most.
These questions should take no longer than 20 minutes to complete and will focus on better understanding your unique energy system structure1.
Take the Survey
If you are a representative of a city or local government, best positioned to address energy policy and utilities/service provision respond to the survey, you can take the Energy Access and Poverty Survey – available online here - by no later than 20 February 2023.
Please reach out to the Global Covenant of Mayors Secretariat at info@globalcovenantofmayors.org should you have any questions. Please note that this survey does not contribute towards EAPP requirements for progressing on GCoM badging, please see the GCoM website for further detail and guidance about the EAPP requirements here.
Your responses will help develop the new GCoM Energy Access and Poverty Pillar and, most importantly, benefit your own communities.
