Transport accounts for approximately 22% of actions submitted by Covenant Signatories and contributes to 32% of total emissions, according to the Joint Research Committee’s Baseline Emission Inventories. The EU Covenant also tackles transport in its climate adaptation pillar by using transport-related indicators such as the vulnerability of transport infrastructure to extreme weather events. In 2022, the Covenant of Mayors further expanded its focus by introducing an Energy Poverty Pillar, which includes indicators related to transport poverty. These metrics assess the accessibility and availability of public transport services, giving insights into how mobility influences social inclusion.
Coalition of the Willing on Sustainable Mobility – what is it?
The Coalition of the Willing on Sustainable Mobility is an offshoot of the EU Covenant of Mayors, established in conjunction with other organisations and initiatives. Together, they support cities in accelerating the decarbonisation of the mobility sector. The coalition aims to deepen expertise and foster collaboration in this area. It includes:
- CIVITAS
- Eurocities
- EIT Urban Mobility
- POLIS
- European Mobility Week
- UITP
- Net Zero Cities
- Clean Cities Campaign
- EU Cyclists’ Federation

DISCO project will contribute to the definition of a new generation of Sustainable Urban Logistics Plans (SULPs) in the short, medium, and long-term, in several strategic sector areas. It will support cities and regions in achieving their local policy objectives such as reaching emission reduction by demonstrating zero-emission data-driven urban logistic solutions.
The UNCHAIN project aims to address the challenges associated with the rapidly evolving logistics demand in cities and promote public-private data exchange and interoperability.
CodeZERO is a transformative three-year initiative to create sustainable, zero-emission last-mile delivery and return solutions for e-commerce. Its mission is to make these solutions attractive and viable for retailers, logistics service providers and consumers.
GREEN-LOG is a Horizon Europe co-funded project which will develop Logistics-as-a service platforms for interconnected city logistics, automated delivery concepts using autonomous vehicles and delivery droids, cargo-bike-based innovations for sustainable micro-consolidation, and multimodal parcel deliveries integrating public transportation.
URBANE (Upscaling Innovative Green Urban Logistics Solutions Through Multi-Actor Collaboration and Physical Internet (PI) - Inspired Last Mile Deliveries) tackles the negative trends associated with last-mile deliveries by supporting the transition towards effective, resilient, safe, and sustainable transport.
