Reporting

Using data to inform policymaking and guide climate action 

Covenant signatories voluntarily commit to submitting their Sustainable Energy and Climate Action Plans and reporting on how they are turning their commitments into action.  

The reporting process helps signatory cities evaluate their progress, supports evidence-based decision-making, and enables them to communicate and demonstrate their achievements to the public.  

Reporting strengthens the transparency and credibility of the EU Covenant initiative, while providing evidence and insights from local action to inform EU energy and climate policies. The impact is tangible: the Covenant of Mayors has been cited in more than 600 EU policy documents, and has also sparked nearly 10,000 scientific publications.  

Reporting Framework, Platform and Guidelines 

The EU Covenant of Mayors reporting framework and platform was introduced in 2010 and has undergone several revisions to address emerging priorities. This work is developed in close consultation with practitioners from local and regional authorities, climate and energy experts, and with the methodological support of the European Commission’s Joint Research Centre.

MyCovenant reporting platform is owned by the European Commission and managed on their behalf by the EU Covenant of Mayors Office. The platform is the central repository of the EU Covenant of Mayors community, hosting today more than 11,000 signatories, 200 coordinators and nearly 300 supporters.  

2026 Update: A simpler MyCovenant is coming 

After the summer, a new simplified version of MyCovenant will be launched, designed to make reporting easier and more intuitive. The update will enhance user experience, strengthen alignment with SECAP guidance, and provide improved real-time visualisation of results – helping cities understand and communicate progress more effectively.

Signatories of the EU Covenant of Mayors initiative may choose to report to the CDP-ICLEI Track reporting platform managed by CDP and ICLEI.  

How to transfer data to MyCovenant 

There are two ways to transfer data to MyCovenant:  

  • API □ Tool developers can implement an API that enables the automatic transfer of signatories’ data to MyCovenant. This feature supports all sections of the reporting template. If you would like to implement the Covenant API, please contact info@eumayors.eu to receive the necessary documentation.  
  • EXCEL □  Signatories can import their greenhouse gas (GHG) emissions inventory data into MyCovenant using the EXCEL template GHG emissions. Only data formatted in this official template can be directly imported via the ‘Import’ function in MyCovenant. Step-by-step instructions are provided within the EXCEL template itself and in MyCovenant. 

Open access to Covenant of Mayors data 

By default, all Covenant data is considered “open data”. Signatories reporting through MyCovenant make data publicly available free of charge through the EU Covenant of Mayors website, as well as on the European Union Open Data Portal or the website of the European Commission.   

Key data from signatories is also made public through the Global Covenant of Mayors for Climate & Energy website and the UN’s Global Climate Action (NAZCA) Portal.  

Self-reported data on sustainable energy and climate action plans and monitoring reports submitted by signatory cities to MyCovenant can be downloaded from the JRC Data Catalogue, while data submitted to the CDP-ICLEI Track can be downloaded from the CDP website

Real-time data on Covenant engagement across Europe are available on the following pages:  

  • CoM-munity Explorer – Interactive map of Covenant engagement at national and regional levels. Data can be downloaded in Excel format.  
  • EU Country Profiles – National-level snapshots of Covenant engagement, available in PDF format.  
  • Signatories – Full list of signatories, including their status on commitments, action plans and monitoring reports, and participation in other EU-city related initiatives. Data can be downloaded in Excel format.
