Who we are

Europe’s largest, most diverse coalition of local governments, steered by mayors 

The EU Covenant of Mayors brings together a diverse community of over 10,500 european cities and towns of all sizes – from big capital cities to remote villages covering nearly 220 million citizens. Inclusivity is at the heart of the Covenant movement. Urban metropolis and rural towns work sidebyside toward a shared goal: a climate-neutral, resilient and fair future, with actions tailored to their local realities. 

Represented by a Board of mayors, the EU Covenant amplifies local leaders' voices on the EU and international stage, ensuring that local experiences steer European and global solutions

EU Covenant of Mayors Political Board 

In Europe, the EU Covenant of Mayors is steered by a Political Board composed of mayors and regional leaders. 

Board members regularly meet and are invited to discussions with EU institutions leaders on how to advance local energy and climate actions, through policies and funding frameworks that support local governments. 

The EU Covenant of Mayors Board is comprised of 15 local and regional leaders, ensuring a broad representation – capturing the diverse experiences, ambitions, and challenges faced by cities and regions across Europe.  

 

Group of Practitioners  

The EU Covenant of Mayors is an initiative for cities, shaped by cities. Beyond political representation, the Covenant initiative also builds on the knowledge and expertise of practitioners from its vast community.  

The Group of Practitioners brings together frontrunner cities, regions and experts in climate change mitigation and adaptation from across Europe. They are regularly convened to help consolidate and further develop the initiative. 

Members of the group share their experience and expertise in the field of climate change mitigation, adaptation at local level, and access to energy. They are also invited to give their input on key methodological and strategic developments of the initiative.  

Covenant Ambassadors 

The EU Covenant of Mayors is represented at national level and within other European institutions by dedicated Ambassadors who serve as a voice for the Community of signatories, while promoting and defending the initiative. 

Members of the European Committee of the Regions (CoR)  

The primary goal of the National Ambassadors of the EU Covenant of Mayors is to endorse and reinforce the initiative in every Member State, to take part in country-specific activities and to reinforce links and cooperation with Members of the European Parliament and National Governments.  

The Chamber of National Ambassadors also aims to establish contact with cities and municipalities that could benefit from technical support and financial guidance and become active agents in delivering climate action.

EU Covenant of Mayors Office 

The EU Covenant of Mayors Office is operated by a consortium of six networks of local and regional authorities – Energy Cities, Climate Alliance, Eurocities, FEDARENE, ICLEI Europe and CEMR – and an ITC company, Akaryon

The Office supports signatories through a dedicated helpdesk*, facilitates political steering of the initiative, and builds local capacity via a wide range of events, resources, and training materials. It also plays a key role in boosting the Covenant’s visibility at the European level, ensuring that local voices are heard and recognised in the EU climate and energy landscape.
