The webinar will demonstrate how pre-commercial procurement (PCP) can support the development and implementation of Sustainable Climate Action Plans (SECAPS), particularly in assessing climate impacts and risks. The workings of PCP will be explained and successful examples of PCP in municipalities will be presented. It will also show how innovative solutions – climate services based on Earth Observation (EO) – can be implemented in a SECAP. A brief insight into the PROTECT project will be provided.

PROTECT supports urgent action for climate adaptation and mitigation through innovation procurement procedures. It specifically aims to enable public authorities from different European regions to collaborate on a joint pre-commercial procurement. It enables public authorities to use state-of-the-art public procurement approaches in order to identify EO based climate services that best fit the specific and systemic needs of the public demand.
