Málaga, a major coastal city in southern Spain with around 595,000 inhabitants, is increasingly exposed to the impacts of climate change. Rising temperatures, more frequent and prolonged heatwaves, and growing water scarcity are placing pressure on public health, urban systems, ecosystems, and economic activity. These risks are intensified by the city’s Mediterranean climate, dense urban form, and dependence on tourism and innovation-driven economic sectors.
Málaga’s Approach to Climate Risks: Turning Adaptation into a Driver for Innovation and Digitalisation
Average urban densities reach around 1,500 inhabitants/km², with some central and western districts exceeding 20,000 inhabitants/km². More than 59% of residents live in densely built western neighbourhoods particularly vulnerable to heat stress and lacking green space. Socio-spatial inequalities further amplify climate vulnerability, with differences of up to nine years in life expectancy between neighbourhoods linked to income disparities, environmental quality, and exposure to extreme heat.
At the same time, Málaga benefits from significant natural assets that already contribute to climate resilience, including nearly 5,000 hectares within the Montes de Málaga Natural Park, 67 hectares of wetlands in the Guadalhorce River Mouth Natural Area, and more than 82 hectares connected to the Guadalmedina ecological corridor. These ecosystems provide important services related to flood mitigation, biodiversity protection, erosion control, and urban cooling.
Málaga’s role as an international mobility and innovation hub further increases both climate pressures and adaptation opportunities. Málaga Airport handled almost 25 million passengers in 2024, while Málaga TechPark supports nearly 28,000 jobs and generates more than €4.1 billion in annual turnover, including almost €188 million invested in R&D activities. These dynamics are helping position climate adaptation as a driver of innovation, digitalisation, and sustainable urban transformation.
Integrated Adaptation Strategy
Málaga is implementing an ambitious and wide-ranging suite of adaptation measures that combine infrastructure investment, ecological restoration, and social protection. The city’s approach is distinctive in its integration across sectors and its commitment to ensuring that adaptation actions deliver multiple co-benefits for residents, ecosystems, and the local economy.
In response to rising heat risk, Málaga is developing a network of climate shelters, safe, accessible public spaces that provide cooling refuge during extreme heat events. These facilities are specifically designed to serve the city’s most vulnerable populations, including the elderly, those with chronic health conditions, and low-income households exposed to substandard housing conditions.
Complementing this, the city is designing climate-adapted mobility pathways to maintain safe and accessible connectivity during extreme weather. These pathways are planned to integrate with green infrastructure and shaded public spaces, ensuring that active travel and access to services remain viable even under the most challenging climatic conditions.

Málaga is developing an integrated urban climate intelligence system combining thermal mapping, GIS analysis, and digital monitoring tools to better understand climate vulnerability across the city. Using field measurements, thermal imaging, GIS analysis, and urban climate assessments, the initiative identifies urban heat island areas, climate comfort routes, and “grey zones” characterised by limited vegetation, impermeable surfaces, and low shading levels.
Pilot areas include heavily used urban corridors such as Alameda Principal and Paseo del Limonar, alongside vulnerable neighbourhoods including Palma-Palmilla and Trinidad-Mármoles. The resulting data supports evidence-based prioritisation of adaptation investments by combining climatic and social vulnerability indicators.
To strengthen accessibility and transparency, Málaga is also developing an interactive digital dashboard that will allow municipal services and citizens to visualise climate maps, heat exposure data, educational materials, and future monitoring results through a scalable open-source platform.
Water security is among Málaga’s most urgent climate challenges. The city faces dual pressures from climate change; prolonged drought and water scarcity on one hand, and increasingly intense rainfall and flood events on the other, both of which require investment in complementary but distinct infrastructure. The city’s water supply system combines reservoirs, desalination, treatment plants, and interconnected infrastructure to respond to increasing drought risk, while its sanitation network, extending more than 2,000 km, is being modernised to improve resilience against intense rainfall and flooding.
A central component of this strategy is the solar-powered El Atabal desalination facility, now home to the largest municipal solar installation in Málaga. The project covers 24,592 m² across the plant’s rooftops and includes 5,531 photovoltaic modules with a peak capacity of 3,159 kWp, generating more than 5,255 MWh annually for self-consumption — equivalent to the electricity demand of approximately 2,000 households. By coupling renewable energy generation with critical water infrastructure, the project simultaneously strengthens drought resilience, reduces operational costs, and supports decarbonisation goals.
The regeneration of the Guadalmedina riverbed is one of the flagship nature-based adaptation projects within Málaga’s climate strategy. The initiative will transform a largely underutilised urban watercourse into a continuous green corridor connecting both sides of the city through new public spaces, greener boulevards, pedestrian routes, and climate-sensitive urban regeneration.
The proposal includes five new “bridge-plazas” of approximately 3,000 m² each, together with expanded green areas designed to improve urban cooling, biodiversity, walkability, and public space quality. Importantly, the project also strengthens hydraulic resilience through flood-compatible design supported by simulations capable of accommodating flows of up to 460 m³/s under future climate scenarios, a significant increase from current design standards, ensuring the corridor can withstand more intense rainfall events projected under future climate conditions. By combining urban regeneration, ecological connectivity, flood management, and heat mitigation, the Guadalmedina project exemplifies Málaga’s integrated adaptation approach.
Through the Mareto marine observatory, Málaga is building its capacity to monitor and analyse climate change impacts on the Alboran Sea in real time. This scientific infrastructure supports evidence-based policymaking by providing continuous oceanographic data on water temperature, biodiversity, and the specific dynamics of this ecologically sensitive sea. It reinforces Málaga’s role as a European pioneer in marine climate observation and positions the city as a contributor to broader scientific and policy debates on ocean and coastal adaptation.
Málaga has maintained a programme of annual reforestation campaigns in its peri-urban parks for many years. The 2023 campaign saw 6,387 trees planted as part of a four-year programme managed by the Parks and Gardens Service, with a budget of €150,000 per year. Across all phases of the green belt reforestation programme to date, the city has planted over 50,000 native trees in peri-urban areas, carefully selecting species adapted to the region’s dry and hot Mediterranean climate. This ongoing effort contributes to urban cooling, biodiversity restoration, and carbon sequestration, while providing residents with accessible green spaces.
Málaga's urban regeneration and housing challenges form an important dimension of its climate adaptation strategy. More than 64,000 dwellings have been identified as requiring rehabilitation interventions, creating important opportunities to integrate energy efficiency, passive cooling and thermal comfort measures into future regeneration programmes.
The social and educational dimensions of climate resilience are being strengthened through a range of initiatives focused on schools, vulnerable populations, and public awareness. Málaga is preparing a technical guide for climate-adapted schoolyards promoting nature-based solutions, shading strategies, passive cooling techniques, and climate-sensitive playground design. Complementary public awareness campaigns aim to improve understanding of heatwave risks and self-protection measures.
Additional initiatives include micro-shade plans along heat-exposed school routes, using low-cost interventions such as small-scale tree planting, temporary shading structures, reflective materials, and shaded urban furniture to improve children’s daily mobility during extreme heat.

To strengthen climate literacy, schools are also receiving portable environmental sensor kits enabling students to measure variables such as temperature, humidity, CO₂, light, and noise levels. These activities are complemented by educational materials and short audiovisual climate capsules covering topics including urban heat islands, thermal comfort, vegetation, albedo, and adaptation strategies. Together, these initiatives reinforce climate resilience as both an infrastructure challenge and a long-term cultural and behavioural transformation process.
Governance and Collaboration
Málaga’s Sustainable Energy and Climate Action Plan (SECAP) provides the overarching strategic framework connecting climate mitigation, adaptation, public health, social inclusion, and urban regeneration. Together with the Municipal Climate Change Plan and participation in the EU Climate Neutral Cities Mission, the SECAP defines the city’s long-term vision of becoming climate-neutral and climate-resilient while improving urban liveability, biodiversity, and social wellbeing.
A defining feature of Málaga’s approach is its commitment to collaborative, cross-sectoral governance. Climate adaptation is no longer under a single department; the city has reorganised its approach to ensure coherent action across all relevant municipal services. This cross-departmental coordination is regarded as one of the most significant achievements of the city’s participation in Pathways2Resilience.

Collaboration extends beyond municipal government. Málaga is increasingly engaging academia, civil society, and the private sector as active partners in climate resilience, particularly through cooperation with major local businesses and innovation actors linked to Málaga TechPark. This public-private engagement represents a step change in how Málaga approaches urban resilience and signals the untapped potential of business leadership in local climate governance.
Through its involvement in the Pathways2Resilience programme, Málaga also participates in structured European knowledge exchange, sharing its experiences with partner regions and learning from comparable cities facing analogous climate pressures. Hosting the P2R Sensemaking Meeting in Málaga reinforced the city’s role as an active contributor to peer learning on climate resilience at the European level.
The governance model is reinforced through the new Climate Participation Plan, which combines institutional coordination with citizen engagement through political committees, technical working groups, public workshops, surveys, and local feedback sessions. Particular attention is given to inclusion and territorial equity, including outreach through libraries and civic centres to reduce digital barriers and improve participation among vulnerable groups.
The city has also introduced measurable participation indicators covering gender balance, district representation, citizen satisfaction, and incorporation of public proposals into climate planning processes. More than 80% of surveyed residents already perceive climate change as directly affecting Málaga, with drought and extreme heat identified as the city’s primary environmental concerns.
Lessons Learnt, Replicability, and Next Steps
Málaga's experience demonstrates that effective urban climate adaptation requires more than technical solutions. Several lessons stand out for cities considering similar approaches:
- Cross-departmental coordination: Integrating climate action across city services improves coherence and impact.
- Private sector engagement: For the first time, Málaga has brought major local businesses into active collaboration on climate action, signalling the potential of public-private partnerships in this domain.
- Nature-based solutions: Projects like the Guadalmedina regeneration simultaneously address urban heat, biodiversity, water management, and quality of life, demonstrating high co-benefit value.
- Renewable energy integration: Coupling the desalination plant with solar power reduces both emissions and operational costs while improving resilience.
- Evidence-based planning: Málaga's adaptation planning is grounded in scientific assessments of climate risks and vulnerabilities at both city and regional level, including the Province of Málaga's Climate Change Risks and Vulnerabilities Assessment.
- International knowledge exchange: Participation in European networks like P2R enables cities to avoid reinventing the wheel and build on proven approaches.
The measures taken by Málaga are highly replicable in other Mediterranean and coastal cities facing similar climate pressures. The city's model of combining governance reform, nature-based solutions, and renewable energy, provides a scalable template for urban adaptation.
