
The Covenant of Mayors is Europe’s largest movement of local authorities committed to climate and energy action. Over the years, its renown has granted local leaders a voice and platform at EU level to discuss climate ambition and policy. The Covenant has thus become a crucial platform connecting local governments and EU institutions, to help steer European climate and energy policies, and their local implications.
The Covenant’s Board of Mayors is an essential part of this platform. Comprised of mayors and local leaders, the Board regularly engages with EU leaders to help shape policies and funding frameworks that support local governments in their energy and climate initiatives.
As the landscape of climate and energy action continues to evolve, so does the Covenant. Rapid advancements and an array of EU initiatives are enabling local governments to tackle various aspects of the climate transition, from mitigation to adaptation. To stay at the forefront and amplify the diverse voices of its community, the Covenant Board is expanding. This expansion ensures broader representation, capturing the experiences, ambitions, and challenges faced by cities and regions across Europe.
What’s new with the Board?
The current Board structure includes seven fixed members and two rotating seats, which are filled annually by representatives from the previous year’s European Green Capital and European Green Leaf award winners. These rotating seats bring in fresh perspectives, highlighting exceptional environmental ambition beyond climate and energy.
Starting this year, the Board will welcome additional members from Covenant cities and regions also participating in two major EU Missions: the Mission for Climate-Neutral Cities and the Mission on Adaptation to Climate Change. These missions encompass some of Europe’s most ambitious local authorities, embodying the core principles of the Covenant: climate mitigation and adaptation.
By integrating these representatives, the expanded Board aims to:
- Strengthen its voice and influence at the EU level.
- Enrich discussions with insights from cities benefiting from a variety of EU initiatives.
- Ensure the diversity of the Covenant community is accurately reflected.
Meet our Board Members
We are thrilled to welcome, as part of this expansion, these distinguished leaders to the Board:
- Alessandro Delli Noci, Regional Councillor of the Apulia Region, Italy
- Jeanne Barseghian, Mayor of Strasbourg, France
- Tania Hristova, Mayor of Gabrovo, Bulgaria
- Attila Péterffy, Mayor of Pécs, Hungary
2025 will also receive the 2024 Green Capital and Leafs:
- María José Catalá, Mayor of Valencia, 2024 Green Capital
- Peter Dermol, Mayor of Velenje, 2024 Green Leaf
These Mayors will join the current Board members:
- Emil Boc, Mayor of Cluj-Napoca, Romania (recently joined at the end of 2024)
- Rafal Trzaskowski, Mayor of Warsaw, Poland
- Åsa Lindhagen, Vice-Mayor of Stockholm, Sweden
- Eckhart Würzner, Mayor of Heidelberg, Germany
- Martin W.W. Horn, Lord Mayor of Freiburg, Germany
- Marc Serrá Solé, Deputy Climate and Energy Transition Chair of Barcelona Metropolitan Area, Spain
- Luisa Salgeiro, Mayor of Matosinhos, Portugal (recently joined at the end of 2024)
- Julije Dolmac, Director of REGEA, the North-West Croatia Energy Agency, Croatia
