Key Actions
Favorable taxation of electric/low emission vehicles MITIGATION
Continuing with the objective of betting on renewables and self-consumption, the city council is committed to adopt, within a municipal ordinance, a package of measures that will benefit neighbors who join these proposals:
-Free circulation tax for low emission and/or electric cars.
-Information on subsidies for electric mobility.
Compensation will be made with increases for high emissions, applying the “polluter pays” principle. In this way it is expected to achieve greater awareness on the part of the neighbors, with the obvious economic savings for those who decide to join.
Implementation Timeframe: 2024-2030
Sector: Transport
Implementation Cost: 1.500,00€
Promote and increase individual self-composting on municipal land. MITIGATION
The objective is to improve waste management through the promotion of composting. The final objective is to achieve self-composting of a large part of the organic matter generated, in a shared municipal composter, increasing the number of self-composters.
Implementation Timeframe: 2023-2030
Sector: Waste
Implementation Cost: 8.500,00€
Creation of a photovoltaic-powered energy community MITIGATION
Creation of an energy community for private and public buildings. Photovoltaic installations will be installed on the roofs of certain buildings and will power the rest of the community participants.
In this way, the inhabitants of Ispaster will be involved in using energy from renewable sources, thus reducing both their carbon emissions and the cost of their electricity bill.
The main objective of this measure would be to reduce the use of fossil energy sources in the municipality and comply with the RITE (minimum contribution of solar thermal energy in buildings).
Implementation Timeframe: 2023-2030
Sector: Electricity
Implementation Cost: 46.000,00€
Energy poverty counseling service ENERGY POVERTY
Provide an information and advice service from the municipal area, with information from organizations working on energy poverty.
The aim of this measure is to inform citizens about energy poverty and to advise and help them on how to act in each situation. In this way, they will be more sensitive and inclined to take measures in this field.
In addition, this measure complements the other measures proposed for the residential sector.
Implementation Timeframe: 2024-2030
Implementation Cost: 16.000,00€
Outreach program for forest conservation and enhancement ADAPTATION
Information program on the values of forest conservation and improvement.
Encouragement of volunteers for cleaning tasks, sprout selection, trail recovery and management of natural areas. Focus on the importance of citizen participation.
Information to landowners on other benefits derived from sustainable forest management: higher value of timber, lower phytosanitary costs and better pest control associated with increased biodiversity.
Study of alternative hardwood species crops for their valorization as timber or biomass for energy uses.
Implementation Timeframe: 2023-2030
Sector: Buildings
Implementation Cost: 1.000,00€
Rainwater harvesting and use ADAPTATION
Rainwater has always been used on farms for gardening and animals. Given the importance of having water nowadays, it is not recommended to use water from home to wash vehicles or irrigate fields. Therefore, it is proposed to install different systems to promote rainwater harvesting at the municipal level.
The collected water can be used for different options, such as installing a free car washing service, watering orchards and gardens, cleaning the streets or adding water to the water connection in toilets in public buildings.
Implementation Timeframe: 2023-2030
Sector: Buildings
Implementation Cost: 2.000,00€
Sustainable and multifunctional forest management of ispaster's public forests. ADAPTATION
The municipality of Ispaster has 79% of forested area, 15% of which is publicly owned: 168 ha of forest and 92 ha of monoculture plantations. The Plan is based on a multifunctional approach to forest management. That is, based on a mix of uses: conservative and productive forestry, grazing, recreational, ecological tourism, educational and mycological. Objectives:
- Decrease by 15% (175 ha) of the forested area with pine and eucalyptus plantations (51% of the municipality's area at present).
- Increase by 25% (168 ha) of hardwood stands (28% of the current surface of Ispaster).
