Fighting energy poverty is hard, especially if the data about where you live are missing: how EPAH is changing it

Energy poverty remains a pressing issue for too many European households. For local authorities in Europe to effectively address energy poverty within their communities, a solid understanding of national level definitions, measurement approaches and other contextual issues is necessary. For this reason, they are actively working on the issue, seeking to address both its effects and root causes.

Tackling energy poverty 

For the EU Covenant of Mayors, addressing energy poverty is central. It is one of the three pillars of commitment and an integral part of the planning and monitoring efforts of Covenant signatories.

The Energy Poverty Advisory Hub (EPAH) is the leading EU initiative aiming to eradicate energy poverty and accelerate the just energy transition in Europe. In this context, the EPAH has developed a comprehensive set of country fiches, one for each EU Member State, presenting key indicators, policies and on-the-ground initiatives.  

Designed for policymakers, researchers, and civil society, these fiches support cross-country learning, informed decision-making, and stronger advocacy as Europe advances efforts to eradicate energy poverty.
