Featuring a new intuitive map, this tool allows to quickly visualise participation in terms of signatories, population coverage, action plans and monitoring reports submission, and more. Users can jump into any country or region to view its statistics.
This newly launched tool is the go-to source for statistics and insights on how the initiative is advancing across different countries in Europe. The tool is grounded on near real-time data from MyCovenant, the European Commission’s reporting platform used by signatory cities.
A new knowledge resource for practitioners and policymakers
The tool introduces several indicators in a way that makes it easier for practitioners and policymakers to understand the situation in their countries. It helps answer key questions such as:
- How widespread is the Covenant of Mayors initiative in my country?
- How are cities progressing on sustainable energy and climate action plans as well as on monitoring their implementation?
- How does engagement vary across regions within the same country?
- How does multi-level and multi-actor support differ from one national context to another?
By bringing these insights together, the tool serves as a practical entry point for further analysis to support informed decision-making.
EU country snapshots just one click-away
Clicking on any EU country on the map brings up a downloadable country profile with a detailed overview of subnational governments involved in the EU Covenant of Mayors. These profiles offer valuable insights for major policy analyses such as the Country Reports prepared under the European Semester – the EU’s framework for monitoring economic and social policies. The population covered by the EU Covenant of Mayors is a key indicator in these reports, helping track progress on climate adaptation, resilience and environmental policy.
Looking beyond national averages
The tool helps to show not only country-level insights but also within country differences, by allowing the user to drill down to the regional level.
By bringing the analysis down to the level of regions, the map reveals more granular information that would otherwise remain hidden behind national averages. This provides a deeper understanding that helps identify where tailored approaches within a specific country may be needed.
Percentage of cities and towns that are signatories of the Covenant of Mayors 2050 climate neutrality target and EU-wide 2030 targets in relation to the total number of municipalities in Spain. Zooming in into Spanish regions (NUTS2) shows that not all regions are moving at the same speed when it comes to joining the EU Covenant of Mayors initiative.
From statistics to meaningful change
Showing the numbers only tells half of the story. Signatory cities and the wider Covenant community are driving real transformation on the ground, showcased through our CoM-munity stories, which highlight concrete, tangible solutions being implemented locally - in homes, on streets, in public space, and more.
The EU Covenant of Mayors also supports cities “connect the dots” across EU-city related initiatives. Participation in the EU Mission on Climate-Neutral and Smart Cities, the EU Mission on Adaptation to Climate Change and the Green City Accord is now reflected directly in each signatory’s profiles.
