Are you a regional or provincial authority or not-for-profit organisation supporting cities on their climate and energy journey? Are you ready to strengthen your impact and learn from other peers across Europe? 

Covenant Coordinators and Supporters, this is your chance to participate in the Peer Review Programme 2026. This initiative offers a unique space for mutual learning and collaboration, helping regional and sub-regional actors to shape a more sustainable and resilient territories.

A collaborative programme focused on climate adaptation

The Peer Review Programme is an interactive learning experience designed to strengthen participants’ capacity to support local authorities in developing and implementing Sustainable Energy and Climate Action Plans (SECAPs).

This year’s edition focuses on a key challenge: building preparedness to climate risks and strengthening adaptation to climate change.

Across Europe, climate hazards such as floods, heatwaves and droughts are becoming more frequent and intense. Yet many regions still lack clear structures or methodologies to support municipalities in assessing risks and developing adaptation strategies. As a result, local responses often remain fragmented.

Aligned with the #CitiesHitRefresh engagement action, the programme provides a space for Covenant Coordinators and Supporters to exchange experiences on climate risk assessment, vulnerability mapping and coordination mechanisms for adaptation planning. By sharing practices and lessons learned, participants can strengthen their capacity to support municipalities and promote more coordinated regional action.

Learning from peers and building practical solutions

The programme is built around peer-to-peer exchange. Through structured online sessions, participants discuss challenges, share practices and explore approaches that can strengthen their work with municipalities.

Participants can join either as mentees, looking to develop their knowledge and tools, or as mentors, contributing their experience and lessons learned. This collaborative format allows organisations to gain new perspectives while reinforcing cooperation within the Covenant community.

As part of the process, each participating organisation will also develop a customised roadmap outlining how the insights gained can support their future actions.

Who can apply?

The programme is open to Covenant of Mayors Coordinators and Supporters from EU-27 and EFTA countries. Participants can join either as mentees, looking to strengthen their capacity on the topic, or as mentors, sharing their experience and approaches with peers.
