The EU Covenant of Mayors has launched its Homegrown Energy Engagement Action to empower municipalities to become active enablers of energy communities in their territories. This series will walk local authorities through their development.

As part of this engagement action, four online webinars will be organised between May and June 2026, each lasting approximately one hour. Held in collaboration with partner projects and initiatives including the Citizen Energy Advisory Hub, the ISLET project, ManagEnergy, and Citizen-led Renovation, the series is designed to walk local authorities through the full development of energy communities: understanding what energy communities are, why they matter, how to engage citizens, how to tackle specific contexts such as islands, and how to set up and manage a community in practice. Sessions will be illustrated through concrete case studies drawn from real experiences across Europe.

This opening session will introduce the Homegrown Energy Engagement Action and provide participants with an overview of the European policy framework for energy communities, including the Citizen Energy Package presented by DG ENER. It will also map out key support instruments available to local actors, from the LIFE CET funding calls presented by CINEA to the resources offered by the Citizen-led Renovation initiative.
