Consultation: EU Agenda for Cities

Provide direct feedback to the European Commission for shaping the EU Agenda for Cities expected in the end of 2025.   

As announced in President von der Leyen’s mission letter to Executive Vice-President Fitto, the European Commission will put forward an ambitious policy agenda for cities. This agenda should provide a vision for the future of cities, looking at issues such as housing, climate action, digitalisation, mobility, social inclusion and equality. It should also harness the potential of cities as innovation, growth and competitiveness engines.

In view of this, the European Commission issued a call to collect feedback and views from wide range of groups to inform the EU Agenda for Cities, to be developed by the Directorate General Regional and Urban Policy (DG Regio) and expected in late 2025. 

The initiative’s aims are twofold:

  • to organise and streamline existing EU support for cities and other urban areas, so that EU support is focused where it is needed most, and accessible to all potential beneficiaries; and
  • as a basis for future action, strengthen the EU’s ambition for cities and sustainable urban development by making certain their interests and needs are reflected in future EU-level initiatives, and that proper governance is in place to implement this.

The initiative should also examine ways of liaising with cities to learn from their experience to avoid contradictory impacts of EU policies and legislation on the ground.

The deadline for submission is 26 May 2025. 

The EU Covenant of Mayors office would like to make a submission to the call to convey perspectives of local practitioners from EU Member States on the issues above.
