The 7th biennial European Climate Change Adaptation Conference (ECCA2025) will be held from June 16-18, 2025, in Rimini, Italy.

Municipalities play a key role in protecting vulnerable groups from extreme heat, but adaptation efforts often face barriers in scaling, governance, and implementation. This session examines how cities can integrate multiplier-focused and affected-focused strategies within top-down and community-based approaches, offering a structured comparison of adaptation measures. Through case studies from Germany, Hungary, and Slovenia, participants will explore how governance models shape policy effectiveness and scalability. 

The session highlights barriers such as financial constraints, administrative complexity, and regulatory gaps and discusses strategies for embedding heat adaptation into long-term urban planning. By linking local insights to broader EU adaptation frameworks, the session fosters policy alignment and cross-city learning. Interactive elements, including working groups and real-world case discussions, will equip participants with concrete tools for action and collaboration.
